An urgent bill which seeks to change a clause in the 13th Amendment to the constitution, will be submitted to Parliament soon.Media Minister and Cabinet spokesman Keheliya Rambukwella said that the Cabinet which met today had approved the decision. “Even when the Rajiv Gandhi-Jayawardene agreement came, there was opposition to merging of provinces”, Rambukwella said.He also said that a Parliament select committee would deal with all other changes necessary for the 13th amendment to the constitution. He said that the bill will seek to remove the clause where the provinces can be merged. The move is seen as an attempt to prevent the merger of the North and East in future following the holding of the Northern Provincial Council elections. The Minister also said that the government was confident of obtaining the support it needs in Parliament for the amendment. (Colombo Gazette)
