SA to mull data bank for road accidents

first_img17 January 2014 South Africa’s Department of Transport is to look into setting up a reliable statistical data bank for road accidents, says Transport Minister Dipuo Peters. “The data bank would not only assist in ensuring accurate figures regarding road-related incidents, but would guide how the government responds to challenges of road carnage in the country,” Peters said in a statement on Tuesday. Peters called for scientific analysis and knowledge sharing by relevant sectors of society to find ways to reduce road deaths. Currently, the department and other law enforcement authorities depend solely on the South African Police Service for accident statistics and information on road-related incidents. Road-related incidents, “particularly the major ones with fatal consequences, should be thoroughly analysed in order for us to come up with remedial actions that would prevent further recurrences,” she said. Peters said her she would consult with other state entities, the private sector and civil society, with a planned approach that would see these stakeholders working together to address preventative and responsive measures. “Traffic authorities in all three spheres of government should work closely together to ensure sharing of information and best practices,” she said, adding: “We also need to have our research bodies in government on board to explore innovative means of addressing the challenge of road carnage.”Slight decrease in death toll The 2013/2014 festive season death toll on South Africa’s roads declined slightly, according to preliminary figures released by the Department of Transport last week. The figures how that from 1 December to 7 January there were 1 147 crashes with 1 376 fatalities. Last year, 1 465 people died on South Africa’s roads during the festive season. The causes of the accidents remained the same, including avoidable and manageable behaviours such as drunk driving, disobeying the speed limit, reckless overtaking, driver fatigue, failure to wear seatbelts, unroadworthy vehicles and unlicensed and illegally licensed drivers. Peters said a total of 845 road blocks were conducted during the festive season, during which 745 782 vehicles were stopped, 201 473 notices were issued, 2 399 vehicles were discontinued and 2 449 were impounded. At the same time, a total of 3 170 drunk drivers were arrested, while a further 69 were arrested for dangerous and negligent driving.Legislating of driving schools Peters said her department was in the process of legislating driving schools “to eliminate random and uncontrolled mushrooming of such schools which exacerbates corruption and endangers lives on the roads. “These [unregistered] schools contribute to the road carnage we are currently experiencing,” she said. “Ours is a 365 days commitment and action to road safety. FIZ Systems (Focus, Iris, Zoom) and How to Use Them

first_imgIn this article, we take a look at the evolution and application of the FIZ system — including their unparalleled ability to control the camera remotely.Over the last five years, it’s become standard to pull focus remotely on most feature film and television sets. By not needing to touch the camera, the focus puller doesn’t run the risk of interfering with the operator and eliminates the weight and power requirements of having a second focus monitor on the camera body. The focus puller can stand off to the side, out of the shot, and do the job via wireless transmission.Since most cine lenses have not just one gear but three — one each for focus, iris, and zoom — it was only a matter of time before systems evolved that had three motors, allowing the focus puller to change any or all of these at the same time.They have three main applications:When the camera is difficult to access, such as crane, gimbal, or car work.When shooting long, unbroken takes that go from light to dark areas.When the operator has to work at a distance, or is isolated from the director and DP.A FIZ system consists of a brain unit that attaches to the camera body, usually powered by a central V-mount with a Gold Mount Battery. This brain unit then powers and controls the one, two, or three motors attached to the front of the lens, typically mounted to 15mm or 19mm rods.Some brain units can also add camera control. The Teradek RT system has different brains (called CTRL units) that can trigger a camera’s record command, ISO, and even shutter angle on some cameras.An operator controls the motors with a hand unit that resembles a typical follow focus control, but it has added axis to adjust the other settings. Just like the marking rings you would add to a follow focus control, FIZ systems have markable plates for slider and zoom as well.The entire setup takes practice to operate, but it’s a pretty smooth learning curve. The FIZ operator rehearses the shot just as they would with any straight focus job, and it’s unlikely that they’ll be called on to adjust all three parameters at the same time.Zoom is by far the most conspicuous adjustment that you can make mid-shot, and it draws the most attention to itself. On a recent shoot involving a two-and-a-half-minute Steadicam shot, we wanted to zoom in at certain points and hide the zoom in the panning movement of the camera. It does create a slight zolly effect, but it feels organic when done right — as long as you don’t zoom too much.We also learned that FIZ is a great solution for lighting single-take scenes. Rather than trying to match the light levels between all environments, you can pull iris as you go between exposures. This creates a very natural feeling of the viewer’s eye adjusting to a darker or lighter space.Once over $25,000, and proprietary to camera makers like ARRI, FIZ systems have come down in price. Teradek’s RT system works with any camera and is less than half the price.
