Ok, so this is not the exact same story as the play, ‘A man for all seasons’ – a tale of Sir Thomas More being pilloried for not endorsing the choices of his master, King Henry VIII – but there are some similar themes. The larger gentleman at the helm of Australia will show no sentiment in his quest to get what he wants and he is dealing with complex characters, one of which will never change and the other who is eager to climb to the top of his field, in whichever way his leader wants it done.This may be getting too grand for a simple Wallaby selection, so in order to simplify things it must be pointed out that in this new era, Australia have to compete.The old way was not getting this done and so McKenzie has the opportunity to throw as much new ideas at the Bledisloe Cup as he can. The scrum rules have changed so he has altered the same old Wallaby scrum. He has two whippersnappers at 10 and 12 and he has a zesty full-back in from the start.With New Zealand picking a team that most punters could have, McKenzie needs an element of surprise. Not the kind of surprise that Robbie Deans would have brought in; the kind of surprise that would have had you squinting and tilting your head to the side as you try and understand it. No, McKenzie is adamant that he is picking on form and that the players in more comfy positions can cut loose the right way. This leads to debut call-ups for Brumbies Toomua, Scott Fardy, Scott Sio, Nic White and Tevita Kuridrani.Bring on the Brumbies: Scott Fardy is one of many debutantsIn his first act, McKenzie will have to generate some scintillating attacks with his actors Jesse Mogg, Izzy Folau, James O’Connor and new rudder-man Matt Toomua. If this does not work he always has Quade Cooper for the final scenes and all the while Stephen Moore, James Horwill and Michael Hooper will plug away. McKenzie declared that Toomua at 10 was a choice because he was “a man for all occasions.”He went on: “We want to play with the ball and use it, but we’ve got to be strategic and smart too. I’ve talked about skill and smarts, so we’ve got to ensure both those things are in place.”This is not a dig at Cooper. That would be petty and besides, he has given Cooper a lifeline back into international rugby. The Reds fly-half will be grateful and when his cameo comes he will approach his role with relish.The thing is that McKenzie wants to beat the All Blacks and he has a lot of choreography to plan in order to do so. After all, it is not as easy as some would have hoped it would be for the former Wallaby prop, this running of a whole country thing. OECD warns of overspending at Norwegian oil fund

first_imgPart of the GPFG’s investment income can be used to help fund government spending.There is a fiscal rule, the so-called 4% rule, which stipulates that the structural mainland budget deficit – the central government deficit excluding petroleum revenues – should, over time, be equivalent to 4% of the value of the GPFG at the end of the year prior to the budget year.The figure of 4% is used because it was estimated to be the real rate of return the fund could expect in the long run.But the report says the average return from 1997 up to late 2013 has been only 3.25%.It goes on to say: “Under the previous government’s policy of maintaining the average level of taxation unchanged, rising GPFG revenue has been used to fund increasing levels of public expenditure.“This keeps the burden of taxation at relatively high levels, likely to induce distortions and inefficiencies in private sector behaviour.”It then recommends: “Levels of taxation could be reduced over time, especially if public spending efficiency were improved. Stronger impact evaluations and cost-benefit analyses could help raise efficiency.”The new government is considering establishing an independent efficiency unit for the public sector with a remit to audit cost-benefit analyses.However, the previous Economic Survey in 2012 suggested creating a more powerful cross-ministry agency to monitor such impact evaluations and cost-benefit analyses.Siv Jensen, Norway’s minister of finance, said: “The OECD’s recommendations are in line with our efforts to increase efficiency in public spending.“In this way, we can make room for a gradual reduction in the level of taxation.“By lowering taxes, we allow the economy to work more efficiently and release more of its growth potential.”He also said the country’s 2014 Budget introduced “growth-enhancing” tax cuts and redirected spending towards investments in infrastructure and knowledge. The Organisation for Economic Co-operation and Development (OECD) has warned Norway that spending down income from its national pension fund is hampering much-needed fiscal reforms.The comments came in the OECD’s latest economic survey of Norway.Norway’s fiscal policy works within guidelines for the use of revenue from oil and gas production.All government revenues from oil and gas production are paid into the Government Pension Fund Global (GPFG).last_img read more

Costa was criticised for throwing a bib in the direction of Jose Mourinho during Chelsea’s goalless draw with Tottenham on November 29, frustrated at remaining an unused substitute. Hiddink, however, has told his players to chase a top-four finish and automatic Champions League qualification as long as the mathematics allow. “Mathematically it’s possible to get into fourth position,” said Hiddink, ahead of Chelsea’s Boxing Day clash with Watford. “If the target is impossible, don’t do it. YouTube Begins Experimenting With HTML5 Embeddable Player

The move seems to represent a big shift in policy from multiple statements the company made just last month criticizing HTML5.Google began experimenting with HTML5 players on the YouTube site itself in January, but offering HTML5 for the embedded players all over the web is a big step. For users, each new publishing platform that supports HTML5 instead of Flash-only means Apple devices will be able to display that content, that advanced capabilities of the new format will be available and that, according to Flash critics, our devices will run faster and with fewer crashes.Users of Chrome on a Mac may also be able to view embedded YouTube videos without wanting to throw our computers into the street in front of oncoming traffic in frustration. A 180 Degree Turn?Alex Chitu at the blog Google Operating System points out that it was just a month ago that a YouTube spokesperson said Flash was the only format that supported the kinds of security features that the company considered essential.Last month YouTube engineer John Harding argued against HTML5 as well. Our own Mike Melanson summarized his arguments like this:HTML5 video doesn’t have the more robust features like camera and microphone access, content protection… HTML5 also lacks the ‘robust video streaming’ necessary for streaming full movies and live events, as has become more and more common on YouTube. Beyond these features, Flash offers a single video format, whereas the battle over HTML5 video formats (for which Google’s recently introduced WebM as one solution) has not yet been won. This means Flash video can be used wherever Flash is installed, while HTML5 depends on video format and browser – an unacceptable condition for YouTube’s vast user base.There’s a large ecosystem of development and streaming software built up around Flash as well, not to mention the huge amount of content already published in Flash. The battle between these formats is far from over. Apparently something has changed and YouTube decided to give it a shot after all.YouTube says it is testing the feature with developers before offering it to the public at large, and seeks feedback.
